More than a decade after Saddam Hussein agreed to give up weapons of mass destruction, Iraq has stepped up its quest for nuclear weapons and has embarked on a worldwide hunt for materials to make an atomic bomb, Bush administration officials said today.
In the last 14 months, Iraq has sought to buy thousands of specially designed aluminum tubes, which American officials believe were intended as components of centrifuges to enrich uranium. American officials said several efforts to arrange the shipment of the aluminum tubes were blocked or intercepted but declined to say, citing the sensitivity of the intelligence, where they came from or how they were stopped.
The diameter, thickness and other technical specifications of the aluminum tubes had persuaded American intelligence experts that they were meant for Iraq’s nuclear program, officials said, and that the latest attempt to ship the material had taken place in recent months.
The attempted purchases are not the only signs of a renewed Iraqi interest in acquiring nuclear arms. President Hussein has met repeatedly in recent months with Iraq’s top nuclear scientists and, according to American intelligence, praised their efforts as part of his campaign against the West.

A United Nations report released on Monday confirmed that a deadly chemical arms attack caused a mass killing in Syria last month and for the first time provided extensive forensic details of the weapons used, which strongly implicated the Syrian government.
While the report’s authors did not assign blame for the attack on the outskirts of Damascus, the details it documented included the large size and particular shape of the munitions and the precise direction from which two of them had been fired. Taken together, that information appeared to undercut arguments by President Bashar al-Assad of Syria that rebel forces, who are not known to possess such weapons or the training or ability to use them, had been responsible.
The report, commissioned by Secretary General Ban Ki-moon, was the first independent on-the-ground scientific (notice how many codewords he has managed to squeeze in) inquest into the attack, which left hundreds of civilians gassed to death, including children, early on Aug. 21.

For two weeks, the mysteriously well-armed, professional gunmen known as “green men” have seized Ukrainian government sites in town after town, igniting a brush fire of separatist unrest across eastern Ukraine. Strenuous denials from the Kremlin have closely followed each accusation by Ukrainian officials that the world was witnessing a stealthy invasion by Russian forces.
Now, photographs and descriptions from eastern Ukraine endorsed by the Obama administration on Sunday suggest that many of the green men are indeed Russian military and intelligence forces — equipped in the same fashion as Russian special operations troops involved in annexing the Crimea region in February. Some of the men photographed in Ukraine have been identified in other photos clearly taken among Russian troops in other settings.
